But Google wishes to remove this restriction so that users can easily add their friends in the circles easily.

It is possible fro Google Plus users to invite anyone with an email. This means that the users have control over whether he wishes to have them on chat list even if he is invited on Google Plus. It is to ne noted that the people in the chat list of Google + are those with whom the user is already chatting on other Google platforms like Gmail etc.

Google is actively pursuing policies that make Google Plus more attractive to the users and that it has already attracted over 20 million users is a proof that the policies are working to get great results to Google Plus.
